Introduction
The Multilateral Dialogue of the Konrad-Adenauer-Foundation in Vienna, together with Atomic Reporters, invites you to an online discussion on The End of Strategic Nuclear Arms Control? Future of New START? New START was signed on 8 April 2010 by Russia and the United States and entered into force on 5 February 2011. On 3 February 2021, the treaty was extended by five years until 5 February 2026. New START limits each side to 1,550 accountable nuclear warheads and 700 deployed (along with 100 non-deployed) strategic nuclear delivery vehicles (ballistic missiles and heavy bombers), and has a framework of intrusive on-site inspections (OSI).
Due to Covid-19, OSI was suspended in 2020. US proposals to resume OSI and convene a meeting of the Bilateral Consultative Commission have been rejected by Russia citing current tensions due to the continuing conflict in Ukraine started by Russia in February 2022. The US has accused Russia of non-compliance citing its refusal to resume OSI. Now Russia has announced suspension of its implementation of New START.
Do these deleterious developments mark the impending collapse of New START, the onset of a new nuclear arms race, and what are the implications of the end of strategic nuclear arms control? These and related issues will be addressed by three experienced practitioners. Rose Gotemoeller* is a Research Fellow at the Hoover Institution and also serves as the Frank E. and Arthur W. Payne Distinguished Lecturer at Stanford University’s Freeman Spogli Institute for International Studies and its Centre for International Security and Cooperation (CISAC). She was Under Secretary for Arms Control and International Security, and Assistant Secretary of State for Arms Control, Verification and Compliance (2009–2010); Chief US Negotiator of the New START Treaty; and Deputy Secretary General of NATO (2016–2019).
Alexei G. Arbatov* is Director of the Centre for International Security at the Institute of World Economy and International Relations (IMEMO) in Moscow; a full Member of the Russian Academy of Sciences; Member of the Research Council of the Russian Ministry of Foreign Affairs and of the Russian Council for Foreign and Defence Policy. He is a former elected Deputy of the State Duma of the Federal Assembly of the Russian Federation; Deputy Chairman of the Defence Committee of the State Duma; former Head of the Commission for Defence, Security and Ratification of International Treaties; and a member of the Russian delegation for the START I negotiations in 1990.
Alexander Kmentt* is Ambassador, Director of Disarmament, Arms Control and Non-Proliferation, Federal Ministry for European and International Affairs, Austria; Head of Delegation Tenth NPT Review Conference; President of the First Meeting of the States Parties to the Treaty on the Prohibition of Nuclear Weapons and the Vienna 2022 Conference on the Humanitarian Impact of Nuclear Weapons. He is the author of the book The Treaty on the Prohibition of Nuclear Weapons: How it was Achieved and Why it Matters.

Tariq Rauf is a member of the Board of Directors of Atomic Reporters and the Vice Chair of the Board of Directors of Canadian Pugwash. He is former Head of Verification and Security Policy, Alternate Head of NPT Delegation, IAEA; he was a member of the Eminent Persons Group for Substantive Progress on Nuclear Disarmament convened by the Foreign Minister of Japan; and Expert Advisor to the Chair of the Main Committee I (nuclear disarmament) at the 2015 NPT review conference and to the Chair of PrepCom III (2014).
